Sleek modern architecture with curved glass facade in an urban setting.

North Vernon is a Jennings County city where US-50 crosses State Roads 3 and 7, about 13 miles east of Seymour. It is a small market with a downtown on a through route, a state-road industrial park, and a rail line that connects it to Madison. Smaller deal sizes and fewer listings mean local detail matters more than headline numbers. This page sticks to what is verified about how North Vernon is laid out and how its permits work.

Where commercial property is in North Vernon

The center of town is the crossing of US-50 (Walnut Street) and State Road 3 and 7 (State Street). That intersection is a four-lane junction and one of the busiest in the city, which makes the corners and frontage around it the most visible commercial locations. US-50 continues east toward downtown North Vernon and Versailles, and west toward Seymour and Interstate 65.

  • US-50 and Walnut Street. Highway-oriented retail and service properties along the through route.
  • Downtown. The ordinance includes a Commercial Historic Downtown district, which tells you the city treats its core as a distinct zone.
  • State Road 3 north. SR 3 separates from SR 7 north of downtown and turns north toward the North Vernon Industrial Park.

The county seat, Vernon, is about two miles south, and the SR 3 and SR 7 routes run together through both communities.

What drives demand here

  • Industrial and logistics use. The North Vernon Industrial Commerce Park, along State Road 3, was selected for Duke Energy's 2023 Site Readiness Program, a program meant to prepare sites for development. It is roughly 49 acres and is described as being within about 65 miles of Indianapolis, Louisville, and Cincinnati.
  • Rail. The Madison Railroad runs about 25 miles between Madison and North Vernon, and a CSX line also follows US-50 for part of the route toward Seymour. Rail service to a specific parcel has to be confirmed site by site.
  • Through traffic. Several state and US routes meet here, so traffic count and visibility can matter more for a retail or service location than in a town with a single main road.

Zoning and permits in North Vernon

Zoning for North Vernon is administered through the Jennings County Area Plan Commission, which works from a unified zoning ordinance. The office handles building permits, plan review, inspections, and floodplain information. Before buying commercial property, check with the Area Plan Commission that the zoning fits your intended use.

  • The Area Plan Commission hears rezoning requests and holds a public hearing before sending a recommendation to the local legislative body. Rezoning applicants notify adjacent property owners.
  • The Area Board of Zoning Appeals hears variance and special use applications.
  • An improvement location permit is required before most construction, demolition, structural alteration, sign work, or change in land use.
  • A certificate of occupancy is required before a new or altered building is occupied.
  • Commercial and industrial projects need a state design release, and projects that disturb one acre or more need an IDEM Rule 5 permit.

The district list in the ordinance includes Commercial Historic Downtown, Commercial Office, Commercial Planned Business, Commercial Single Site, Light Industrial, and Heavy Industrial, among others. Starting work before a permit is issued carries a doubled fee, so get the permit first.

Types of commercial property you will find

  • Downtown storefronts and small office buildings
  • Highway-frontage retail and service buildings on US-50 and State Street
  • Light industrial and warehouse buildings
  • Industrial land, including parcels in the industrial park
  • Commercial single-site properties, a district type in the ordinance for individually approved uses
  • Apartment buildings and other properties with two or more units, which count as commercial real estate and are valued and financed that way

Buying or selling a business that owns its building

In a smaller market, a business and its building often sell together because the owner built the business around the property. The buyer is paying for an operation and a piece of real estate, and the two can be valued separately. Sellers sometimes keep the building and lease it to the new owner. Our guide to buying or selling a business with real estate explains the common structures. Because North Vernon has fewer comparable sales, a free commercial property valuation is a useful way to ground your pricing before you list or offer.
